** Russia asks Africa for Deeper Factory Partnership .**

The 3rd Russia-Africa Summit has come and gone, but the echo from Moscow will remain a talking point till the next edition.

It held from 28th to 29th of October, 2026, with a plenary at the Grand Kremlin Palace, and the Humanitarian Forum at the Gostiny Dvor. It was a 2-day diplomatic and economic meeting between African countries and Russia, to discuss bilateral cooperation in politics, defence and technology. The Summit was co-chaired by the Russian President, Vladimir Putin, and the African Union Chairman and President of Burundi, Evarister Ndayishimiye, with the theme: 'Developing Mutually Beneficial Cooperation: Unlocking the Potential of every African Country.' The Summit was made up of over 40 sessions, with over 100 speakers to cover trade, investment, technology transfer, food and energy, security, healthcare, education and youth exchange, with a business program leading to a plenary session. It was attended by 45 delegates, including heads of governments, from Africa.

At the end of the discussions, THREE official documents were signed, and these include:
The Moscow Declaration , where:
- a joint call for a multipolar word, an end to western sanctions as a tool; and reformation of UN security council; IMF; World Bank; to give Africa more seats, was made.
- support for the restoration of South Africa's full participate in the G20, was discussed.
- colonial era damage and reparations was echoed and reiterated by participants.
Russia-Africa Partnership Forum Action Plan (2027 - 2029) , which was a real working document covering:
- trade, where Russia-Africa trade estimated at $27 bn in 2025 is set to be doubled, and 85% of financial settlements done in national currencies, instead of dollars. Thus, a push for A7 payment as against SWIFT.
- food and fertilizer, where it was estimated that Russia delivered 18 m tonnes of grain and 1.5 m tonnes of fertilizer to Africa in 2025, but 13 m tonnes of grain and 2.2 m tonnes of fertilizer in the first 9 months of 2026, underlining an increase in fertilizer supply, and a decrease in grain supply.
- energy, where over 30 energy projects are currently going on across 16 African countries, including Nuclear Science Centers for power, medicine and agriculture.
- security, where military cooperation with about 45 African countries was discussed, with Russia offering to meditate in African conflicts.
- local values, which is the most important for the African participants, where the co-chair and President of Burundi, stressed the need for Africa to process its raw material locally, and not just export. Russian investment in local processing was discussed.
Declaration on Civilian AI Cooperation , where for the first time, AI is discussed separately. This discussion agreed to introduce Russian digital solutions, AI in public administration, economies and AI cooperation.
In all. 146 documents, including 92 agreements and 54 MoUs were signed at this year's summit.
This matters a great deal to Africa, as African Development Bank's Industrialization Index, 2025 showed that Africa accounts for less than 2% of global manufacturing output, and 1.4% of global manufacturing export, despite holding 30% of world's mineral reserve.
The call will therefore mean more jobs, food security, more value to African Continental Free Trade Area, AfCTA, as well as a test for Russia, as China and Europe dominating trade with Africa.
